TEHRAN, IranIran welcomes Secretary of State Hillary Rodham Clinton’s comments that there is no hard-and-fast deadline for starting nuclear dialogue, a spokesman said Tuesday. On Monday, Clinton said the Obama administration remained open to negotiating with Iran over its nuclear program, though it will move toward tougher sanctions if Iran does not respond positively. She stressed there is no hardand-fast deadline for Iran. “We share the same idea with her. Deadlines are meaningless. We hope other countries return to their natural path, too,” said Ramin Mehmanparast, an Iran foreign ministry spokesman. The U.S. and other Western allies accuse Iran of working to develop nuclear weapons. Iran denies the charge and says its program is for peaceful purposes. Iran has dismissed an endof-2009 deadline imposed by the Obama administration and its international partners to accept a U.N.-drafted deal to swap most of its enriched uranium for nuclear fuel.

Mr. Bean op Spaanse EUwebsite - De foto van Mr. Bean prijkte maandag enige tijd op de openingspagina van de website waarmee het Spaanse EU-voorzitterschap zich presenteert aan de wereld. De foto prijkte in de plaats van premier Zapatero die door grapjassen in eigen land wel eens met de Engelse komiek vergeleken wordt (mede op grond van een vage fysieke gelijkenis). De website was door een onbekende hacker bezocht en verdween na enkele uren uit de circulatie.

Two brothers have cycled into Dubai this week as part of a challenge of a lifetime to circumnavigate the globe on two wheels. As a double testicular cancer survivor in 2007 and 2008, Jon is determined to raise awareness of the disease globally and generate £ 100,000 ( Dh589,000) for four British cancer charities. “ If it’s caught early, testicular cancer is one of the most treatable cancers but men cannot suffer alone. I felt physically and mentally drained but when I saw a map of the world while waiting to see the consultant it got me thinking,” explained Jon, who gave up his job in investment banking to do the challenge.

Bangladesh’s telecoms authority approved an initial investment of $ 300 million ( Dh1.1 billion) by Bharti Airtel in No4 Bangladesh mobile company Warid Telecom, with the leading Indian telecoms firm expected to pay more later. Bangladesh’s Daily Star newspaper last month reported the final deal could be worth $ 900m, citing officials at Warid, which is controlled by Abu Dhabi Group. UAE-based Abu Dhabi Group, a consortium of investors from Abu Dhabi, will retain the rest of Warid. In December, an Abu Dhabi Group official said his firm expects to closed the deal in mid-January. Bharti’s move to buy Bangladesh’s Warid Telecom is seen as a shift in focus to smaller targets after its planned $ 24bn merger with South Africa’s MTN failed. At the end of October, Warid had 2.8 million subscribers – far fewer than rival Grameenphone, majority owned by Norway’s Telenor. Intanto, un gruppo di deputati propone una “corsia preferenziale” che riduca i tempi d’attesa per le impiccagioni di oppositori condannati come mohareb, cioè “nemici di Dio”. Il ministero dell’Intelligence, citato dal quotidiano Etemad, ha avvertito che sarà considerata «un reato» ogni cooperazione con «network satellitari ostili che si oppongono alla politica dell’establishment della sacra Repubblica islamica». E tra questi cita la Bbc, la Voice of America e la radio israeliana, che trasmettono programmi in persiano verso l’Iran, oltre alle emittenti dei Mujaheddin del Popolo, di gruppi monarchici e altre televisioni iraniane che hanno base negli Stati Uniti.

NUCLÉAIRE Une fois de plus, la Chine ne se montre guère pressée d’aller plus avant sur la question des sanctions à l’encontre de l’Iran. Elle a estimé hier qu’il y avait « encore de la marge pour les efforts diplomatiques » sur le brûlant dossier nucléaire, alors que l’humeur internationale est plutôt au bras de fer qu’aux atermoiements diplomatiques. La veille, la secrétaire d’État américaine, Hillary Clinton, avait ainsi affirmé que les ÉtatsUnis avaient engagé des discussions avec leurs partenaires sur de nouvelles « pressions et sanctions » contre Téhéran. Cette approche ne semble toujours pas du goût de la Chine, qui préside ce mois-ci le Conseil de sécurité de l’ONU. Selon le ministère chinois des Affaires étrangères, « le dialogue et la négociation sont les moyens adéquats de résoudre la question du nucléaire iranien ». Alors que la Russie semble bien disposée, les chancelleries occidentales se demandent désormais si la Chine est décidée à faire obstacle à tout durcissement significatif des sanctions.

LONDON – Authorities in Iran intensified their campaign to blame the country’s political turmoil on foreigners yesterday by banning contact with more than 60 international organisations. The intelligence ministry said the blacklist included thinktanks, universities and broadcasting organisations identified as waging a “soft war” aimed at toppling Iran’s Islamic system. It forbade Iranians from talking to or receiving aid from the proscribed organisations, including the BBC, which last year launched a Farsi satellite channel, as well as two US government-funded outlets.

TEHRAN // Iran repeated yesterday its counterproposal for a staged swap of its low enriched uranium (LEU) for nuclear fuel from abroad for a research reactor, leaving “details” open to discussion. “If the other side expresses readiness for the gradual and staged swap, we will discuss the details,” foreign ministry spokesman Ramin Mehmanparast told reporters. Iran has rejected an offer by the International Atomic Energy Agency aimed at allaying fears about Tehran’s nuclear drive by shipping most of its LEU stockpile abroad to be enriched into reactor fuel.

Obama, who has denounced “ systemic” intelligence failures in the bombing attempt, was scheduled to meet yesterday with US intelligence chiefs on findings of two reviews into a Nigerian man’s bid to bring down a US-bound jet. An administration official said the president would unveil an “initial series of reforms” following the meeting. The talks will focus on reviews of the botched attack on a Northwest flight as it approached Detroit, as well as improved intelligence-sharing. “There’s already been a rescrubbing of all the different lists,” White House spokesman Bill Burton told reporters, referring to watchlists of those with suspected terrorist ties and the narrower list of those barred from boarding USbound flights.

Iran’s interior minister warned opposition activists yesterday they risk execution as enemies of God if they continue antigovernment demonstrations, and the foreign ministry said arrested foreigners face punishment. Interior Minister Mostafa Mohammad Najjar made the latest threat after the Intelligence Ministry said several foreigners engaged in a “psychological war” against the Islamic Republic were arrested on December 27 in the bloodiest unrest since the aftermath of a disputed June 12 presidential poll. “After Ashura, anyone who takes part in riots will be considered as ‘mohareb’ [waging war on God] and an opponent of national security,” Najjar said, according to the official IRNA news agency. — Reuters

Tehran ( AFP) Iran has banned its citizens from having contact with 60 organisations including the BBC, Human Rights Watch and opposition website Rahesabz as well as USfunded broadcasters, state media have reported. The deputy intelligence minister in charge of external affairs said that the 60 blacklisted groups were suspected of being involved in efforts by Western governments to topple the Islamic regime as part of a “soft war” and that it was an offence to communicate with them. “Any kind of contact by individuals or legal entities with those groups involved in the soft war is illegal and prohibited,” state media quoted the deputy minister as saying without giving his name. The blacklisted organisations also included US government-funded Voice of America and Radio Farda as well as US-based promonarchist satellite channels, Israeli public radio and the outlawed People’s Mujahideen.

THANKS to George W. Bush’s failed gamble in 2003 on ousting Saddam Hussein to promote democracy in Iraq, the idea of ‘regime change’ had become a despised phrase among liberals in America and beyond. Just when American liberals thought they had buried ‘regime change’ as a foreign policy strategy by throwing the Republicans out of the White House, they are now paralysed by the prospect of political change in Iran. As protestors keep coming back to the streets of Tehran and other cities across Iran despite the harsh repression, the Obama administration is now torn between difficult options. Should he stay with the obsessive emphasis on the nuclear question or should he refocus to support Iran’s democratic forces? Bush tried doing both, and failed. One of Obama’s first foreign policy initiatives was to wave an olive branch at Tehran. In return Obama hoped that Tehran would offer major nuclear concessions. Iran hasn’t, at least until now.

THEPlanning Commission deputy chairman Montek Singh Ahluwalia is on the dot when he says the country’s fiscal deficit will not stand out as an egregious case of overspending compared to the US and the UK. But he is dead wrong on one count. The US — to a lesser extent, the UK as well — is able to fund its fiscal deficit by issuing IOUs that the rest of world laps up, never mind that current macroeconomic fundamentals, by themselves, would warrant only junk bond rating for US T-bills. The rest of the world is willing and eager to fund the excesses of the US economy. If, in the past, it was private US consumption that saw the rest of the world accumulate dollar-denominated assets, today it has been replaced by government spending, courtesy the fiscal stimulus. We in India do not have such luxury. Government borrowing will have to be financed domestically, for the most part. What this means is that large government borrowing could crowd out private investment.

Vi furono impegni internazionali per la libera circolazione delle petroliere sottoscritti anche dai combattenti per evitare che la guerra sconvolgesse il mercato mondiale. E vi fu una fase, soprattutto nella seconda metà degli anni Ottanta, in cui le navi da guerra che pattugliavano le acque del Golfo per proteggere le petroliere appartenevano a una decina di Paesi occidentali (fra cui l’Italia) e a otto Paesi regionali. Gli incidenti, non tutti innocenti, furono numerosi e un cacciatorpediniere americano finì su una mina iraniana. Sull’onda del fallito attento di Natale, la Transportation Security Administration, l’autorità responsabile della sicurezza negli aeroporti americani, ha annunciato, che i passeggeri provenienti da 14 Paesi «sponsor del terrorismo o da altre nazioni rilevanti» verranno sottoposti a più severi controlli di sicurezza prima di essere ammessi sui voli diretti per gli Usa. La lista include fra gli altri Iran, Sudan, Siria, Yemen, Pakistan, Libia e Nigeria. Con l’eccezione di Cuba, tutti i Paesi sono musulmani. È ethnic profiling, discriminazione su base etnica, insorgono i gruppi per la difesa dei diritti civili, che vedono nel programma troppe similarità con la famigerata special registration, ordinata nel 2002 dall’Amministrazione Bush. L’accusa al presidente Obama è di voltare le spalle a uno dei suoi assunti più celebri, secondo cui «non c’è contraddizione tra la difesa della nostra sicurezza e il rispetto dei nostri valori».

Davutoğlu ziyareti sırasında İslam Konşeransı Teşkilatı ve İslam Kalkınma Bankası üst düzey yöneticileri ile Suudi Dışişleri Bakanı Faysal ile görüştü. Ziyaretin son gününde ise Suudi kralı Abdullah taraşından kabul edildi. Davutoğlu’nun Suudi Arabistan ziyareti bu ülkenin iç ve dış politikada kritik süreçlerden geçtiği bir döneme denk geldi. DOHA ExxonMobil, the world’s biggest maker of chemicals used in plastic bottles, plans to sign an agreement today with Qatar Petroleum for a new petrochemical project in the Gulf. A spokesman for the state-run Qatar Petroleum would not elaborate. ExxonMobil holds stakes in 12 liquefied natural gas (LNG) production units in Qatar, as well as a condensate refinery. T J Wojnar, the senior vice president who oversees ExxonMobil’s worldwide chemicals business, said in September the company was evaluating whether to form a joint venture with Qatar to process the country’s natural gas into chemicals for export to China. China’s appetite for chemicals such as paraxylene and polyethylene is climbing 10 per cent a year and will continue to expand for at least the next 15 years, Mr Wojnar said. Nikolaas Baeckelmans, the public affairs manager in Qatar for ExxonMobil, declined to comment yesterday on new projects. Qatar is the world’s biggest exporter of LNG.

Oil well number 104 of the Marun oilfield in the south-western province of Khuzistan was ignited by an underground explosion last Friday. Caro direttore, dobbiamo chiedere alle nostre aziende di lasciare l’Iran? Dobbiamo chiudere o ridurre l’attività diplomatica? Dobbiamo forse addirittura partecipare ad una guerra “a scopo intimidatorio”? Benissimo! Qual è, però, il piano generale d’azione del nostro Paese? Cui prodest? Forse conviene fare un passo indietro, e chiederci quale sia, nel complesso della nostra politica estera, quella in particolare con l’Iran. Le nostre relazioni con la Repubblica Islamica dell’Iran hanno sempre rispecchiato l’ambiguità del nostro sistema politico, e la contestuale assenza di una capacità di definizione e programmazione di lungo periodo e, soprattutto, di condivisione politica. Il nostro tessuto industriale, al contrario, pragmaticamente interessato più agli affari che alla politica, ha sviluppato una robusta infrastruttura di relazioni e scambi, divenendo nel corso del tempo leader europeo nella bilancia commerciale, in diretta competizione con la Germania.

Det viser undersøgelser af virksomhedskriminalitet verden over, som det internationale revisionsselskab PricewaterhouseCoopers (PWC) står bag. Ganske vist har Danmark for første gang indtaget førstepladsen som det nordiske land, hvor flest selskaber har registreret kriminalitet begået mod eller af ansatte i virksomheden – nemlig 26 procent. Her har Norge ellers traditionelt haft førerpositionen. Men hvor det her i landet er forbrydelser som regnskabsmanipulation og misbrug af virksomhedens aktiver, der typisk rammer erhvervslivet, rapporterer hele 37 procent af de norske virksomheder om hvidvaskning af penge og 21 procent om korruption og bestikkelse.

Oprøret i Iran er i de sidste par uger igen taget til i styrke. Siden præsidentvalget i juni har det bredt sig til alle samfundslag. Bevægelsen har ændret sig fra at være domineret af unge og veluddannede til en folkebevægelse. Oppositionens præsidentkandidat, Mir-Hossein Mousavi, der en tid synes at halse et stykke bag bevægelsen, har også ændret sig. Ved årsskiftet kom han med sine hidtil modigste udtalelser, der gav regimet hele skylden for den dybe samfundskrise, og advarede om en sandsynlig dødelig udgang for det islamiske regime, hvis det ikke slår ind på en forsoningskurs over for oppositionen. »Jeg er ikke bange for at komme blandt post-præsidentvalgets martyrer, som døde i kampen for retfærdige krav. Jeg er ikke bange for at dø«, skrev Mousavi på sin webside Kaleme, hans første offentlige udtalelse i mange uger. Og det var første gang, Mousavi lod høre fra sig efter mordet på nevøen Ali Mousavi 27.

Irans udenrigsminister, Manouchehr Mottaki, sagde mandag, at det internationale samfund »kun har en måned« til at beslutte, om det vil sælge Iran atombrændstof eller bytte det med Irans lavt berigede uran. »Ellers vil Iran berige det yderligere.
